Testing and Reporting Process

The statute that governs the Opportunity Scholarship and ESA+ programs requires registered nonpublic schools to submit test results for all scholarship recipients in grades 3 and higher. Students in 11th grade are required to take the ACT.

Schools must submit test scores for the previous school year by July 15. 

 

Testing Requirements

 

Grades 3-10, 12: Nationally Standardized Test

Schools must select a nationally standardized test to measure achievement in the following areas.

NCSEAA cannot recommend or endorse specific tests or test vendors. Consult the North Carolina Division of Nonpublic Education (DNPE) website for more information about nationally standardized tests.

 

Grades 3-8:

·       English

·       Grammar

·       Reading

·       Spelling

·       Mathematics

 

Grades 9, 10, 12:

·       English

·       Grammar

·       Reading

·       Spelling

·       Mathematics or Competencies in verbal and quantitative areas

 

Grade 11: ACT Requirement 

The statute requires scholarship recipients in grade 11 to take the ACT. Schools should consult the ACT website for information about testing dates and locations.

 

ACT Reimbursement Payment for Opportunity Scholarship Recipients

NCSEAA will reimburse schools for the cost of the ACT (up to $68) for each Opportunity Scholarship recipient in grade 11. Payment will be issued by April. NCSEAA is not authorized to reimburse schools for cost of the ACT for ESA+ recipients in grade 11, or for the cost to administer standardized testing for any other grade level.

Payment will be based on the number of certified Opportunity Scholarship recipients in grade 11. Schools should complete certification in a timely manner and verify the grade level information provided is correct to ensure accurate payments.

Schools will be required to return payment to NCSEAA for Opportunity Scholarship recipients in grade 11 who do not take the ACT.

 

Reporting Test Results

Schools should upload test results to the Test Score Upload Portal, not MyPortal. The portal will open in April of each year.  

Requirements

Schools should only submit test results for Opportunity and ESA+ scholarship recipients in grades 3 and higher. Submit the original PDF documents provided by the testing companies. Scanned copies can be accepted if the original document cannot be submitted.

·       Do not submit hand-graded test results.

·       Aggregate reports are only required for schools with more than twenty-five 11th- grade scholarship recipients. Please contact ACT directly for questions about the aggregate report.

 

Creating a Test Score Portal Account

If this is your first year submitting scores:

  1. Click on the “First time here?” link.

  2. Select your school from the dropdown list

  3. Enter your email address

  4. Click “Add User”

Wait! The School Support Team must approve your user account request. Please allow 1-2 business days for your account request to be approved.

You will receive a temporary password to access your account. 

 

Frequently Asked Questions

Your school should have documentation to support the educationally appropriate testing choice for students with a disability and upload a memo to the test portal. Schools should maintain documentation of the decision for a student not to test as required but should not proactively submit that documentation to SEAA.   

The memo should include:

·       Your school’s name

·       Student name

·       Student grade level

·       Reason test not administered

Your school must schedule a make-up day to test that student.

 

If a student began attending your school during spring semester but was tested by their previous school in the fall, upload a memo providing the name of the school that administered the testing and the date of the test.

If a student began attending your school during spring semester but was not tested by their previous school, you must test the student.  

Your school must schedule an independent test for the student.

Your school must make an earnest effort to test the student. If the family does not comply with the testing requirement, upload a memo to the test portal.

The memo should include:

·       Your school’s name

·       Student name

·       Student grade level

·       Documented efforts to contact family to arrange testing

Remind the family that testing is a statutory requirement, and refusing to comply with program requirements can impact eligibility for award funding.
