State law requires that students live in North Carolina with the parent of record in order to be eligible for Opportunity Scholarship or ESA+ Program funding. Families relocating to North Carolina may apply for the Opportunity Scholarship as long as they are physically residing within the State at the time of enrollment in the nonpublic school and meet residency documentation requirements no later than October 1.
You will be required to certify that your students(s) live in North Carolina before scholarship funding is disbursed. You may also be asked to provide documentation to the State Education Assistance Authority (SEAA) that you meet the State residency requirement. If SEAA determines that your domicile certification contains falsified information, you may be subject to administrative, civil, or criminal penalties.
Not everyone needs to submit residency documentation. If an award is offered to your student, and you are asked to provide a document, you’ll receive an email and see a task on your To Do list in MyPortal.

Residency documents will be submitted in MyPortal. Acceptable documents will be current, and include the name of the parent and a North Carolina address. Examples are below. K12 staff will provide more detail about this requirement as needed.

Yes. You may upload the same residency document for each of your students.
You can upload a valid North Carolina driver’s license or State ID in your name. You could also provide a current bank statement or paycheck . Contact us for further assistance if necessary.
